I drafted a cloud with the free hand tool as a Patch Draw Motif. The bears are from one of the applique blocks in the Block Libraries.
I copied the bear and turned it into a motif. Two of them are flipped vertically to create a mirror image.

The entire motif of cloud with bears was set on layer 2 of a Custom Set quilt with a smaller size than the motif.
