First I created a pieced Maple Leaf block which I placed in the large squares of the Star 48 quilt layout.  Created blocks with coloured stripes on either side and diamonds on the side or center for the outer blocks of the stars.  I placed motifs on layer 2 to get the outside points of the star on each side which extend onto the first border.
